The Raleigh Police Department is aware of the video circulating on social media involving a traffic stop during the January 14 arrest of Braily Andres Batista-Concepcion. On January 14, 2020 at approximately 9:30 a.m., Raleigh Police Department officers responded to a report of a hit and run in the 3500 block of Wake Forest Road. Before officers arrived on the scene the suspect vehicle fled the area and was involved in a second hit and run in a parking lot at St. Albans Drive and Wake Forest Road. While fleeing the scene of the second collision the vehicle struck a pole at 4320 Wingate Drive. A short time later, an officer spotted a vehicle matching the description from the three earlier hit and run incidents driving erratically on Navaho Drive. The officer initiated a traffic stop and observed that the driver appeared to be impaired while transporting three passengers. When Mr. Batista-Concepcion ignored repeated commands to place his hands on the wheel, the officer ordered him to get out of the vehicle. Mr. Batista-Concepcion failed to follow the officer’s commands and officers used force to remove him from the vehicle. Braily Andres Batista-Concepcion was subsequently charged with DWI, three counts of Hit and Run, two counts of Contributing to the Delinquency of a Minor, Simple Possession of Marijuana, and Resist, Delay and Obstruct. As is the case with all uses of force, the Raleigh Police Department is reviewing this matter. If anyone has additional information about this incident or witnessed any other hit and runs involving this vehicle, they are encouraged to call 911. The officers involved were equipped with body worn cameras and their patrol vehicles captured dash camera video of the arrest, which can be viewed on the Raleigh Police Department’s YouTube channel. - @raleighpolicedept on Instagram

ICYMI, this past Sunday @grae.rosa and I painted the letter “C” in a new #BlackTransLivesMatter mural that went up in Andersonville, in between Clark and Ashland on Catalpa. Aside from being accused of stealing from Walgreens and having the police called on us 🙄🙄 it was also over 90° (hotter on asphalt) and we got super dehydrated and had some major pain flare ups, so we’ve been trying to take it easy this week, which is so hard when this city is so messed up. Nonetheless, this mural felt important for me to put my labor into because Andersonville is a predominantly Gay & white neighborhood with super recent incidents of anti-Black and anti-trans hate graffiti in the area. For every one video we found on YouTube of #BlackLivesMatter murals being painted across the country, we found a video of a mural being defaced. Cultural and political/material change are both critical as we move towards liberation. City-sanctioned murals that say “Black Trans Lives Matter” don’t mean anything if there is not material support or political change to support the everyday lived experiences of Black trans people, and it’s on us non-Black artists to put in the labor of continuing to demand more from the officials who sanction these murals. Either way, now everyone who goes to the Andersonville Farmers Market will have to read “the first Pride was a trans-led riot against police” every Sunday morning! How the Native American Vote Continues to be Suppressed: The right to vote has been an uphill battle for Native Americans. The Voting Rights Act of 1965 helped to secure and protect that right for many Native Americans and Alaska Natives. With the Voting Rights Act, voter participation among Native Americans increased. However, the Supreme Court invalidated the Section 5 preclearance formula in 2013 (Shelby County v. Holder, 570 U.S. 529 (2013)), removing one of the most powerful tools to ensure equal access to the ballot, including Alaska and Arizona, and two jurisdictions in South Dakota with significant Native American and Alaska Native populations. Since the Shelby County decision, efforts to suppress the vote have increased. For Native Americans, these voter suppression efforts can and do have devastating impacts. Turnout for Native Americans is the lowest in the country, as compared to other groups. While a number of issues contribute to the low voter turnout, a study conducted by the Native American Voting Rights Coalition found that low levels of trust in government, lack of information on how and where to register and to vote, long travel distances to register or to vote, low levels of access to the internet, hostility toward Native Americans, and intimidation are obstacles.
