Todays #ObscureOrdinance is from 1922 and banned all forms of Jazz Dancing in the City of Savannah. While on the surface, this law seems aimed at protecting the morality of Savannahs citizens by not allowing them to witness or engage in activities that were deemed overtly promiscuous, a claim which is backed up by its inclusion in the City Code chapter titled Offences against Decency and Morality, the law is also closely tied to Prohibition and deeply racialized prejudices against jazz. Though its origins are much earlier, jazz culture began to emerge in the early 20th century with audiences and performers who were by-and-large Black. As a result, it quickly gained a reputation as the devils music because it was derived from African musical traditions and was believed to incite sexual activity in listeners with its electric rhythms. By the 1920s, jazz was increasingly popular with Black and white audiences who would enjoy performances in nightclubs and dancehalls together, a rare instance of integration in the Jim Crow era. Under the guise of protecting morality, laws just like this one were often put in place to police entertainment venues where alcohol was typically served to uphold federal prohibition laws. However, they sent more subliminal messaging about controlling Black bodies and the intermixing of races. Eventually, as jazzs popularity moved beyond nightclubs and onto the radio, its status evolved to that of an art form, and laws regulating its performance and enjoyment gradually disappeared. By 1945, this ordinance banning jazz dancing was no longer in effect in Savannah.
